Anyone experienced this?
No matter how cold it is outside, my gauge will not display a temperature below 17°F. Everything above 17 registers correctly. But at -5 it still stops at 17.
Any idea which part of the system could be at fault?

The outside sensor shell is cracked or no longer sealed and moisture got in it and froze acting like insulation.

I know it's not an answer to your question, but someone needs to make a nice blank to put in place of that useless gauge cluster. It's fugly and the gauges do not provide any useful info. I can perfectly tell if it's hot or cold outside, I can tell my direction by using the sun and for added accuracy my watch in conjunction with the sun, and that stupid "inclinometer" is the dumbest thing I've ever seen on a vehicle.

If anything, the cluster should have amp meter, trans temp, and oil pressure.
