does anyone know how to change the timing on a 07 FJ Cruiser it starts to ping at about 3000 rpms

Try premium fuel first... Is there a knock sensor? Maybe it's faulty? It's computer controlled so you need a programmer.

Ignition timing is all done by the ECM with input from a crankshaft position sensor; there is no way to change it without a programmer or an aftermarket chip. Like DO said, suspect the knock sensor, then the crankshaft position sensor, then the ECM. Make sure you are truly hearing detonation (pre-ignition) first, not valve clatter, injector noise, leaky exhaust manifold, or just a loose bolt rattle.

Unfortunately as previously mentioned:
1. Timing is controlled by the ECU's timing map. Re-maping is the only way to change it. Can be done if you have the hardware & software.
2. Try premium or octane booster
3. On set of knock at 3k RPM is low at full load, so you need to check for a lean condition as well to rule out ping as well. Pull the plugs and check the electrodes, should be light golden brown. If white, could be lean, check each cylinder individually so you don't mix things up.
