I was wondering how i would wire my hood mounted light bar, so when i hit the high beams, both the highs and light bar come on at the same time.

Unfortunately it's not as easy as it sounds. I believe because Toyota's DRL's are powered by the high beam circuit on 50% power, and because the circuit is negative switching.

The best way to achieve what you are wanting to do is to use an add a circuit and tap into your high beam fuse to trigger your relay. Because of Toyota's strange wiring configuration this alone will not suffice. You also need to put a switch inline so the light bar doesn't come on without the high beams.

I have my XL80's switched this way with my high beams. Before adding a switch they would come on whenever all my lights were off. No I have more control. Flip the switch to "on" and they will be powered when my high beams are.
