Just a guess, but maybe the one with the lip is a factory part and the one without is an aftermarket unit installed by the dealer?
Correctamundo.after market tow hitches (such as Reese) are simply bolted under the frame and thus do not need a new lip. The OEM hitch is bolted directly to the frame and needs the new piece to make the bumper rest correctly. Just a matter of what kind of hitch you have, aftermarket or OEM

Mine is without the lip (lipless! :lolCorrectamundo.
Just to add. It seems as though Toyota ran out of the factory hitch assembly and bought and started adding these. It seems MOST south eastern state FJ's have this hitch. While it seems burlier than the Toyota OEM hitch it sits down considerably lower. A pain for departure angle. I went to the dealer two days after i bought the FJ and noticed this, and that i wanted the Toyota hitch. Their response "We can sell you the Toyota OEM hitch but we will not trade or buy back the one on your FJ".
This is part of the reason i gave them a not perfect review that i sent in to Toyota.

Its not bad and will be just as strong (as long as its class III) but you just wont have the lip.Mine is without the lip (lipless! :lol, so basically, when I bought Extra Mile Option Package D, which included the receiver hitch/wire harness, they just added one on? At my work, we have a 4 runner. It has the toyota OEM hitch like the FJ's and the safety chain loop mount is broke off one side. We don't even use it to tow so i don't know how this even happenend.That is all dealer stuff. The stock mount only came/comes with the lip cover.
After looking at them, I would say both are as strong...
Think thats odd? You should see the numbers of dealer added roof racks...

I've looked at both very closely. The non-oem one looks much beefier IMO.
