on our FJCs, the oil pump is driven by the crank right? So when the engine is being cranked but not yet started, there should be some oil pressure?

The oil pump is directly driven by the crankcase. So I'd say yes there should be some oil pressure.

Yes, there will be oil pressure when the engine is being cranked. The oil pressure sending unit sends an electric signal to the gauge so it may not properly reflect the pressure until the engine cranks however.
