We have to follow international law, and use GMT. Using this calculator, and PST as the target timezone (I think it is GMT-8), I get 4 PM the previous day:

Dave, we know you're working hard to get your niche mag established but please don't make Chaz pay extra to order his "back issue" of the Jan/Feb issue.
