My hood is toast... Looking for a paint shop recommendation in San Diego or in the area. Is TJ a viable option for a paint work? Has anyone been able to file an insurance claim for the damage, such as wind and forest fires?

I have a rule of thumb when deciding where to fix/paint my cars. I go directly to the Toyota stealership and ask them where do they send their cars for painting. They cant send their cars to any repair shop so it will be expensive but it has worked for me getting good quality paint jobs. Paint jobs cant be cheap/poor quality otherwise you will regret later.

No, nothing done to it but driving in southern california.
That sort of looks like years of industrial fallout or chemical contamination that eventually burned through the paint.
