I've never heard of a "surge tank" or "surge tank stay" on an FJ.

Can you describe were it is located or take a pic so we can help? I don't want to start guessing without any more info.

The surge tamk stay is a bracket on the drivers side that is connected to the block(?) and a Surge tank(?) at the top under the V-Bank cover.. This bracket is to be removed to change the spark plugs. I snapped the lower bolt on removal (no effort). Not sure of function of Surge Tank(?) or if bracket can be omitted and truck driven without effect on safety or mechanical damage. I need to bring it in to have the bolt removed.
