My fj came with the 17inch rims, but I want to put the 16inch trd rims on, so I was wondering what size tire I need to have them be equal to what I'm running now which is the 265/70's?

Yup

265/70/17 = 31.6" (stock size)

265/70/16 = 30.6"
265/75/16 = 31.6"
