I installed a set of driving lights on a Stainless Steel bull guard about three months ago and they worked great until last week. As best I can tell, it is a ground issue as the + wire is hot all the way to the bulb. The weird thing is there is no continuity from the SS bull guard to the FJ frame even though they are attached with four 1/2 inch bolts. If I jump the - from the light to the - post on the battery, voila, the lights work.

I guess I'll run a - wire from the lights back to the ground near the battery to make things work but what gives?

If you run a separate, dedicated ground wire it will never happen again. Besides, corrosion at mounting points can create resistance and lower the output of your lights.

This is exactly why I run ground wires back to either the battery or a bus bar that runs back to the battery. Body and chasis grounds are spotty at best. If you take the time to run these ground wires you'll never have issues like you mention. Hope all works out well for you.
