Ok, I figured it. :)
You have to mount it and force it a little bit. Once you start screwing the mount it sort of come together. Very tight fit I must say.
You said you were able to get it to work by forcing it on there? I just bought the Thule Spare Me 963XTR (instruction manual says this one will fit stock FJ tire, which I have). But I am like you, the male and female ends aren't meeting. I was able to screw it on a little, but the male and female square metal brackets still wouldnt come together and it made for a very loose and weak feeling fit. Nothing I would ever want to put my bike(s) on. Any help on this would be greatly appreciated!
 
So I purchase the Thule spare me online because of the great price and then noted a disclosure on a different site (Fits all current OEM rear-mounted spare tires combo, except Toy FJ Cruiser spare tire mounted with rear back up camera). I know someone mentioned earlier about the rear back up sensor. Wonder if this is really an issue requiring any mods. I have an 2012 with back up camera. Any comments please.

Even without the camera there, you will have to slightly modify the mount part that sits behind the spare. The little piece of metal that the wheel rests on as you align the wheel to bolt it up causes problems. I took a dremel to the part of the thule mount and it fit fine.

I haven't taken a close look at how the camera mounts to this piece but i could see it being a problem.

Also the largest size tire the mount will work with is the stock FJ size, 265/70r17 or 265/75r16. Any bigger and it will not fit without some serious modification to it.
 
There's a guy who's selling thule spare tyre rack locally. I do have a camera though. I think I will get it and will attach it using ratchet tie downs, won't be using it a lot so should be ok, I'll post pictures of I do

As promised. Got the rack. Attached it with a ratchet tie down to the rim. Havent driven with the bike on yet, but when I shake the rack the car moves so I assume it should be ok. Will post pictures later on tonite.
 
So here it is. I do agree that securing it with the ratchet tie down is a little ghetto way of doing it, but it works. I don't baby it and drive like I drive normally (which is a little far from normal because I dont get to drive the FJ a lot)

Rack tilts to the right a little after the drive. I think that is because the bike is not secured right in the middle. You see the rack is pretty big and even though my frame size is Large I cannot attach the bike by the top tube only, instead it is top tube on the right and bottom tube on the left (you can see it on the picture) Remedy to this is getting a Thule adapter that will connect to seat post and handlebar stern post, which I might get in the future, but I guess it works fine without.

So after hauling my bike a dozen times, this strapping business is annoying and often when I go outta town I don't take the bike with me. Thought I was out of options or options that would involve spending lots...until it hit me last night.

I will get a tow hitch package installed and then will have a metal shop do me an L shape adapter that will go in to the hitch and the top part will hold the plate that rack is supposed to be attached to. Will update with pictures whenever I get around to do this.
 
With a little ingenuity, you can adapt...

This is how I mounted my Thule bike carrier with 2010 factory rearview camera on 285/70/17 tire. No cutting or extending camera wiring was needed, just routed existing camera cable thru wheel spoke. Camera cable has quick disconnect behind wheel. No vibration, jiggling or bouncing of bike(s). If and when I choose to, I can revert everything back to original setting of both camera and Thule carrier...

PS... I have complete visual view with bikes on rack, with this set up!
